Conosciamo quindi abbastanza bene la situazione in quella terra e di quella popolazione e gli eventi della storia recente.<\/span><\/p>\n<p align=\"justify\"><span style=\"color: #000000;\">Vi scriviamo dopo aver letto il comunicato della Farnesina del 14 agosto (<\/span><span style=\"color: #000000;\"><sup>1<\/sup><\/span><span style=\"color: #000000;\">) sulla normalizzazione dei rapporti tra Israele ed Emirati Arabi Uniti e sulla \u201csospensione\u201d dell\u2019applicazione della sovranit\u00e0 dello Stato Israeliano su territori occupati illegittimamente ed illegalmente, un comunicato in cui si auspica che ci\u00f2 serva a riaprire un dialogo Israelo-Palestinese per la soluzione genericamente detta di \u201cdue stati\u201d.<\/span><\/p>\n<p align=\"justify\"><span style=\"color: #000000;\">Vorremmo che finalmente si uscisse dalla vaghezza sulla questione, e si smettesse solo di invocare una soluzione impossibile nello status quo sul terreno, vorremmo che si <\/span>tenesse conto che dopo <span style=\"color: #000000;\">27 anni di \u201cdialogo\u201d la persistente occupazione ha creato una situazione in cui i territori della Cisgiordania e Gaza, sono stati definitivamente separati con muri e barriere in modo che non ci possa essere n\u00e9 continuit\u00e0 territoriale n\u00e9 movimenti di persone o cose, se non in casi molto rari.<\/span><\/p>\n<p align=\"justify\"><span style=\"color: #000000;\">Oggi, lo stato israeliano non riconosce le sue frontiere e continua ad occupare porzioni crescenti di territorio palestinese. All\u2019interno della Cisgiordania occupata, sono stati incuneati innumerevoli insediamenti illegali, 700.000 coloni e strade ad essi riservate, creando una situazione per cui neanche la Cisgiordania stessa ha continuit\u00e0 territoriale ma risulta frammentata in zone, circondate da muro e\/o interrotte da territorio \u201criservato e militarizzato\u201d. <\/span><\/p>\n<p align=\"justify\"><span style=\"color: #000000;\">Gerusalemme Est \u00e8 soggetta a demolizioni di case palestinesi ed \u00e8 isolata dalla Cisgiordania, e persino la possibilit\u00e0 di accedere alla moschea di Al Aqsa non \u00e8 garantita.<\/span><\/p>\n<p align=\"justify\"><span style=\"color: #000000;\">In Cisgiordania si sono rese pi\u00f9 frequenti demolizioni di case e micro e macro spostamenti forzati di palestinesi avvengono quotidianamente; cosi anche. le incursioni militari con abusi su civili, e lo spostamento illegale, compreso di bambini e donne, nelle prigioni israeliane dove sono incarcerati e spesso abusati fisicamente e psicologicamente, per lo pi\u00f9 spesso senza imputazioni (detenzioni amministrative). Interi villaggi sono sotto minaccia da parte di coloni armati, che occupano, bruciano alberi e picchiano quotidianamente i contadini.<\/span><\/p>\n<p align=\"justify\"><span style=\"color: #000000;\">Ai Palestinesi \u00e8 precluso il diritto al ritorno nelle terre di origine <\/span><span style=\"color: #000000;\"><sup>(2).<\/sup><\/span><\/p>\n<p align=\"justify\"><span style=\"color: #000000;\">La popolazione di Gaza, fisicamente isolata da 13 anni, e le cui strutture civili (abitazioni, scuole, ospedali, strade, fognature, sistemi idrico ed elettrico) sono state distrutte ripetutamente e ampiamente dalle operazioni militari israeliane, non ha mai potuto vivere pi\u00f9 di qualche mese senza crisi, a causa del continuo impedimento all\u2019ingresso di beni essenziali (medicine, gas, elettricit\u00e0). Quando a Gaza la popolazione ha scelto di manifestare in massa nel 2018, abbracciando forme di resistenza pacifica per rendere nota al mondo la situazione, la risposta \u00e8 stata quella di attacchi \u201cpreventivi\u201d da parte di cecchini, che hanno provocato 278 vittime, 17.000 feriti e circa 3.000 disabili a vita; tra le vittime anche disabili senza arti, bambini, paramedici e giornalisti, tutti ben identificabili dai militari. Oggi Gaza \u00e8 sempre pi\u00f9 strettamente assediata, attualmente sotto bombardamento da giorni, sprofondata in una crisi, a cui si \u00e8 aggiunta anche la pandemia. Le risposte a queste crisi sono affidate all\u2019intervento umanitario internazionale, sottoposto anch\u2019esso tuttavia all\u2019arbitrio del governo israeliano che centellina anche la possibilit\u00e0 per bambini gravemente malati di essere sottoposti a terapie essenziali alla sopravvivenza in strutture idonee.<\/span><\/p>\n<p align=\"justify\"><span style=\"color: #000000;\"><i>Tutti questi comportamenti dell\u2019occupante sono crimini secondo la legislazione e convenzioni internazionali, tra cui crimine di apartheid, di punizione collettiva, crimini contro l\u2019umanit\u00e0, come da definizioni della legislazione internazionale e dai documenti ufficiali e report di esperti dell\u2019ONU e delle sue Agenzie <\/i><\/span><span style=\"color: #000000;\"><sup><i>(2-5)<\/i><\/sup><\/span><span style=\"color: #000000;\">e sono<\/span><i> <\/i><span style=\"color: #000000;\"> attualmente all\u2019esame della Corte Penale Internazionale per la Palestina oltre ad essere state documentate in un gran numero di documenti dettagliati dell\u2019ONU e di associazioni israeliane, palestinesi ed internazionali. <\/span><\/p>\n<p align=\"justify\"><span style=\"color: #000000;\"><i>Il fatto che questi crimini avvengano quasi quotidianamente dovrebbe essere oggetto di denuncia e sanzioni da parte della comunit\u00e0 internazionale verso Israele, e non garantire immunit\u00e0, e men che meno pu\u00f2 dare credibilit\u00e0 ad un dialogo gi\u00e0 protrattosi proditoriamente per 27 anni.<\/i><\/span><\/p>\n<p align=\"justify\"><span style=\"color: #000000;\">In questo preoccupante contesto, dunque, la normalizzazione dei rapporti tra Israele e gli Emirati Arabi Uniti, non pu\u00f2 nascondere il permanere di uno stato di fatto che comprime pesantemente e nega i diritti dell\u2019intero popolo palestinese e prolunga indefinitamente le condizioni di instabilit\u00e0 dell\u2019intera area. Per altro la sospensione della estensione di sovranit\u00e0 su una consistente parte del territorio occupato illegalmente, non sta cambiando le attivit\u00e0 di espansione sul terreno n\u00e9 la decisione dell\u2019attuale governo israeliano di estendere su di esso la piena sovranit\u00e0, come ha precisato subito il primo ministro Netanyahu, ma semplicemente ne rinvia l\u2019applicazione. <\/span><\/p>\n<p align=\"justify\"><span style=\"color: #000000;\">Crediamo quindi che l\u2019Italia e l\u2019intera Europa non possano limitarsi a dichiarazioni di auspicio, o peggio di plauso, ma debbano impegnare tutto il loro peso politico, morale ed anche economico e commerciale per imporre il rispetto dei diritti dei popoli e il raggiungimento di una pace che soddisfi tali diritti e non essere acquiescenti allo status quo della occupazione e annessione.<\/span><\/p>\n<p align=\"justify\"><span style=\"color: #000000;\">Come cittadini\/e italiani\/e, attenti alle vicende del popolo palestinese, vorremmo avere la possibilit\u00e0 di una interlocuzione con Voi per chiedere prese di posizione concrete mirate a porre fine alle discriminazioni, agli arbitri e spesso a vere e proprie persecuzioni a danno del popolo palestinese. Analoga azione stiamo proponendo insieme alle altre Associazioni per la Poalestina componenti il Coordinamento europeo, negli altri Paesi Europei e presso le Istituzioni comunitarie, mentre iniziative simili sono intraprese a livello internazionale da numerose associazioni di ebrei.<\/span><\/p>\n<p align=\"justify\">In attesa di un vostro riscontro, che ci auguriamo sia accompagnato da una data per un appuntamento telematico, inviamo cordiali saluti<\/p>\n<p><i>NWRG-onlus<\/i>&#8211; Our voluntary work is aimed at supporting the rights of the Palestinian population: material life, physical and mental health and education \/ culture in Palestine. We therefore know quite well the situation in that land and that population and the events of recent history.<\/span><\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: Times New Roman, serif;\"><span style=\"font-size: small;\"><span lang=\"en-US\">We are writing to you after reading the press release from the Farnesina of August 14 (1) on the normalization of relations between Israel and the United Arab Emirates and on the &#8220;suspension&#8221; of the application of the sovereignty of the Israeli state over illegitimately and illegally occupied territories, a press release in which was expressed hope that this will serve to reopen an Israeli-Palestinian dialogue for the generically called &#8220;two-state&#8221; solution.<\/span><\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: Times New Roman, serif;\"><span style=\"font-size: small;\"><span lang=\"en-US\">We would like our Government to finally get out of the vagueness on the issue, and stop just calling for a solution impossible in the status quo on the ground; we would like it be taken into account that after 27 years of &#8220;dialogue&#8221; the persistent occupation has created a situation in which the territories of the West Bank and Gaza have been definitively separated with walls and barriers so that there can be neither territorial continuity nor movement of people or things, except in very rare cases.<\/span><\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<p lang=\"en-US\"><span style=\"font-family: Times New Roman, serif;\"><span style=\"font-size: small;\">Today, the Israeli state does not recognize its borders and continues to occupy increasing portions of Palestinian territory. Within the occupied West Bank, countless illegal settlements, 700,000 settlers and roads reserved for them have been wedged, creating a situation in which not even the West Bank itself has territorial continuity but is fragmented into areas, surrounded by walls and \/ or interrupted by territory &#8221; reserved and militarized &#8220;.<\/span><\/span><\/p>\n<p lang=\"en-US\"><span style=\"font-family: Times New Roman, serif;\"><span style=\"font-size: small;\">East Jerusalem is subject to Palestinian house demolitions and isolated from the West Bank, and even access to the Al Aqsa mosque is not guaranteed.<\/span><\/span><\/p>\n<p lang=\"en-US\"><span style=\"font-family: Times New Roman, serif;\"><span style=\"font-size: small;\">House demolitions have become more frequent in the West Bank and forced micro and macro displacements of Palestinians occur daily; so too. military incursions involving civilian abuse, and the illegal movement, including of children and women, into Israeli prisons where they are incarcerated and often physically and psychologically abused, mostly often without charges (administrative detentions). Whole villages are under threat from armed settlers, who occupy, burn trees and beat farmers daily.<\/span><\/span><\/p>\n<p lang=\"en-US\"><span style=\"font-family: Times New Roman, serif;\"><span style=\"font-size: small;\">Palestinians are denied the right to return to their lands of origin (2).<\/span><\/span><\/p>\n<p lang=\"en-US\"><span style=\"font-family: Times New Roman, serif;\"><span style=\"font-size: small;\">The population of Gaza, physically isolated for 13 years, and whose civilian structures (homes, schools, hospitals, roads, sewers, water and electricity systems) have been repeatedly and extensively destroyed by Israeli military operations, have never been able to live longer than a few months without a crisis, due to the continuous impediment of entry of essential goods (medicines, gas, electricity). When in Gaza the population chose to demonstrate en masse in 2018, embracing forms of peaceful resistance to make the situation known to the world, the response was that of &#8220;preemptive&#8221; attacks by snipers, which resulted in 278 victims, 17,000 injured and about 3,000 disabled for life; among the victims also disabled people without limbs, children, paramedics and journalists, all easily identifiable by the Israeli military.
